Meet Phil

Co-Founder, COO (Canada) & North American Board Member
Based: Toronto

As COO of Canada, I’m responsible for overseeing our team of experts across Canada, technical delivery of projects and business strategy. In addition to working on traditionally funded construction projects, I have also developed an expertise in advisory and project delivery roles pertaining to alternative financing solutions in the public private partnership (P3) market.

I am a Chartered Quantity Surveyor with the Royal Institution of Chartered Quantity Surveyors, and a Professional Quantity Surveyor with the Canadian Institute of Quantity Surveyors. With 20 years in professional practice, my experience encompasses everything from small projects to complex mega-projects valued at several billion dollars. With experience in almost every sector and work history in Europe and North America, I believe that I bring well rounded insight to each new project.

When not busy with WT endeavors, you will find me shooting pucks on a rink with my kids in the winter and if I find the time in the summer, shooting balls on a golf course (badly)!

WT has been involved in strategic construction project advisory for over 65 years. We are our clients first point of contact, a trusted advisor throughout every phase of development and operation.

Most rewarding project undertaken

One of my personal favourites is the Bridgepoint Hospital P3 project in Toronto delivered using a Design-Build-Finance-Maintain model. It is a LEED-Silver new-build/renovation hospital project on a brownfield site with Plenary Group as the developer and PCL as the design-builder. The hospital itself, completed in 2013 is a 10-storey, 680,000 sq ft, 472-bed, state-of-the-art facility for the treatment of complex chronic diseases.

The most impressive component of the project in my opinion was the extensive restoration and adaptive reuse of the old Don Jail (originally built in 1864), a 5-level, 84,000 sq ft architectural landmark and heritage site in Toronto, which now houses the hospital’s administrative and support office space. I would highly recommend a visit if you get the chance.

The project involved complex construction on a restricted site, with significant heritage restoration components and an existing hospital and prison on site that had to remain fully operational until the new respective facilities were open. As the lead of the Independent Certifier team, I was responsible for monitoring the construction progress versus the schedule, providing payment certification, certifying Substantial Completion which triggers the operational phase and providing dispute resolution services on disputes between the developer and the health authority.

Largest civil project undertaken

The Edmonton Valley Line LRT (Stage 1) is the largest infrastructure project in Edmonton’s history valued at $1.8 billion. The project is a significant part of the City of Edmonton’s transportation plan and will cater to the transit demands of one of Canada’s fastest growing cities.  WT is providing the Independent Certifier role between the City of Edmonton and TransEd Partners on this DBFOM P3 project.

Construction of stage one of the Valley Line LRT will connect Mill Woods to downtown Edmonton with about 13 km of light rail transit. This stage includes 11 stops, an elevated station incorporating a transit centre and Park & Ride, and a transfer point to the existing LRT at Churchill Square. The Valley Line features new, low-floor, urban-styled vehicles that will provide more pedestrian-friendly access at street level stops. And, in residential and commercial areas, embedded tracks will be integrated to the established design and traffic flow of the area.

The project, which is currently under construction, is creating thousands of design and construction jobs, and will provide lasting economic benefits to Edmonton.  I am the Independent Certifier team lead with responsibility to provide monthly payment certifications along with the overall Service Commencement certification which is targeted for the latter part of 2020.
