Craig Barlow, National Manager – Asset & Facilities Management
Originally from an operational facilities and project management background Craig’s particular focus over the past 12 years has been in government infrastructure strategic planning, procurement and operational performance improvement with much of this experience gained using the PPP model on greenfield and brownfield sites. This experience is backed by well honed project management, stakeholder management and design management skills.
Craig leads our team of experienced FM advisors in provision of the following services:
- Strategic AM and FM framework and planning development
- Asset performance baselining, gap assessment and optimisation reviews
- AM and FM technical, commercial and financial appraisals
- Supply chain reviews, procurement and outsourcing
- Asset maintenance and works scheduling
- ‘Hard’ and ‘Soft’ FM service planning, scoping and implementation
- Transitioning, operational readiness and post-occupancy reviews
- Performance management and independent audits.

Jon Mander-Jones, Queensland Infrastructure Lead
A civil engineer with a contracting and consulting background Jon has wide experience in Australia, Asia, the Middle East and Africa in the planning, funding and execution of both public and private infrastructure projects. During his 35 year career Jon has developed project management skills marked by innovation in design and driven by sharp commercial awareness and a strong track record of financial success in hard dollar contracting in civil and building.
Jon’s experience and knowledge in the Infrastructure sector will strengthen WT Partnership’s local infrastructure capability in Queensland and support the wider WT Partnership Infrastructure Group with cost engineering services.

Jim Harrington, Executive Quantity Surveyor
Jim brings 35 years’ experience in quantity surveying, cost planning and management with specialist capability in high level, strategic cost planning in the aged care, health and education sectors having acted as project cost director on a wide range of landmark projects over many years, adopting various forms of project procurement and delivery.
Jim’s expertise bolsters WT Partnership’s capability in health and brings project director experience on PPPs and large projects within Victoria.
