With over 18 years of experience, Holley brings a diverse background in construction, transportation, and public-sector program delivery. She plays a critical role in WT’s P3 Advisory and Project Delivery practice, supporting high-value infrastructure and civic initiatives through all phases of implementation.
Holley has contributed to several major projects including the $12.4B Honolulu Rail Transit Project, where she provided project controls training, documentation management, and public relations support for multiple prime contractors and JV partners. On the $1B New Aloha Stadium Entertainment District, she supports project executives in delivering technical advisory services and navigating procurement, negotiation, and long-term oversight.
Holley also contributed to the financial closeout of UC Santa Cruz’s Student Housing West P3, where her detail-driven approach ensured quality assurance across project documents. Known for her inclusive leadership and attention to compliance, Holley helps clients streamline systems, engage stakeholders, and maintain delivery momentum across complex, multi-agency efforts.
