Grimsby, ON – September 4, 2025 – WT, acting as the Independent Certifier, is pleased to announce that the West Lincoln Memorial Hospital has successfully achieved Substantial Completion, marking a major step forward in delivering modernized healthcare services to the West Niagara community.
Delivered as a Public-Private Partnership (P3) under Infrastructure Ontario’s Design-Build-Finance (DBF) model, the project was a collaboration between Infrastructure Ontario (IO) and Hamilton Health Sciences (HHS) as the Contracting Authorities, and EllisDon Infrastructure Healthcare (EDIH) as Project Co.
Using the Design-Build-Finance (DBF) model, the consortium was responsible for designing, constructing, and financing the project, while the public sector maintains ownership and oversight.
Since achieving Substantial Completion, HHS has officially taken ownership of the new West Lincoln Memorial Hospital. Patients are expected to begin receiving care at the new hospital in late fall 2025.

About the Project
West Lincoln Memorial Hospital has been caring for the West Niagara community for over 70 years. The hospital has been providing inpatient and outpatient services, and serves as a point of access to one of the largest health systems in Canada for specialized care.
The redevelopment involved construction of a new, larger hospital behind the existing facility. Features include:
- Acute inpatient beds
- 24-hour Emergency Department
- Maternal & newborn services
- Day surgical services
- Advanced diagnostics
West Lincoln Memorial Hospital is one of the most sustainably designed healthcare facilities in the region, with the facility on track to earn LEED Silver certification. The new facility will expand capacity, modernize patient care, and provide advanced medical services for decades to come.

Substantial Completion
Substantial Completion represents a major milestone in the P3 project lifecycle, marking the point at which the facility is available for its intended use and the transition to operations and maintenance can formally begin.

As Independent Certifier, WT was responsible for objectively monitoring construction progress, assessing compliance with contractual requirements, and confirming that all conditions necessary for Substantial Completion were met.
