Meet Jose

Vice President (P3 Advisory)
Based: Raleigh, NC

Joining WT in 2019, my role as a Vice President is to manage the technical aspects of our P3 procurements from project conception to commercial and financial close, and to serve as a liaison with the financial and legal teams to provide a well-rounded perspective to our clients. With over 19 years of experience in the civil infrastructure industry and with over 11 years of experience managing P3 and design-build procurements in the public and private sectors, I am able to provide our clients with not only advice on risks and opportunities concerning the public perspective, but also balance by offering insight on what potential private sector participants may perceive as risks.

As a civil engineer, I began my career as a Project Studies Specialist with the Illinois Department of Transportation, managing the initiation and development phase of multiple highway projects. After six years of designing and managing different phases of transportation projects, I moved to the private sector, where I quickly became involved with all iterations of alternative delivery and procurement advisory, including design-build projects and public-private partnerships. Throughout my private sector career with various global and national companies, including URS Corporation, AECOM, VINCI Concessions USA, and HNTB, I’ve had the opportunity to work on major transportation and social infrastructure projects that have caused meaningful impacts in the communities where they are located.

Having a passion for delivering meaningful infrastructure projects that cause meaningful impacts in their communities, I also have a passion for cooking and, oddly enough, for science and history.
