The Mental Health and Addictions Centre transformed the way mental health and addiction services are delivered to the community of Newfoundland and Labrador.
The P3 project was constructed on the existing Health Sciences Centre, replacing the existing 170-year-old Waterford Hospital. The six-storey hospital includes 102 beds, a new 50-bed hostel, and a 1,000-car parking garage. The project achieved LEED® Gold Certification.
WT provided Independent Certifier services during the construction phase of a Design, Build, Finance, and Maintain (DBFM) project. As a neutral third party jointly appointed by the Project Co and the Owner, WT monitored construction progress, certified monthly payments, conducted site inspections, tracked deficiencies, issued Substantial Completion and Final Completion certificates, and facilitated clear communication between stakeholders to ensure contractual compliance and successful project delivery.
